Kadir Kırhan Uluçay was born in Ankara in 1968. He graduated from the Civil Engineering Department of Middle East Technical University in 1990. Between 1990 and 2005, he served as Project Manager at Tepe Construction Inc. and Öztaş Construction Inc. domestically, and at İdil Construction Inc. and Gama Construction Inc. in various construction sites in Russia and Azerbaijan. From 2006 to 2018, he completed various projects as a country manager at Bilyap Construction Inc. Since 2019, he has been providing consultancy services independently from Yapı Kredi Plaza B1 Blok Floor:10 Levent 34330 Besiktas, Istanbul / Turkey.
